Law Enforcement Assisted Diversion

Law Enforcement Assisted Diversion (LEAD) was established in 2017 as a voluntary pre-booking diversion program that redirects individuals committing low-level offenses related to theft to community-based health services. Instead of arrest and prosecution, LEAD participants are linked to intensive case management and peer support, linking them to support services, including behavioral health services and treatment.

Who is LEAD for?

LEAD is designed for individuals experiencing homelessness or poverty who have had trouble finding help through systems of care in the past. LEAD clients typically have a history of interacting with the police or the court system for something related to drug possession or sex work.

LEAD can help in accessing resources such as entitlements, housing, healthcare, employment assistance, behavioral health treatment, and more.
